Nobody ever walks out of a building, looks at a fresh parking lot and admires the base. What people see is the black surface, the crisp stalls and the clean edges, and that is the part everyone compares between proposals. But the asphalt is the thinnest layer in the whole assembly and the least responsible for how long the lot lasts. What decides that is everything underneath it: the soil the lot is built on, how that soil was prepared, the aggregate laid over it, how hard all of it was compacted, and whether water has a designed route off the property. Two lots in Hobbs can look identical the day the striping dries and be in completely different condition five years later, and the reason is almost always below the surface. This is a plain-language walk through what happens under a new lot, why it matters more in Lea County than in a lot of places, and what to look for on a proposal so you can tell whether the structure is actually being built.

The subgrade is simply the native soil the lot sits on, shaped to the profile the finished lot will follow. Everything above it is only as good as it is. If the subgrade moves, the base moves, and if the base moves the asphalt cracks and settles no matter how well it was placed.
Around Hobbs the soils vary more across a single property than people expect. Sandy soils drain well and compact reasonably, which is a genuine advantage, but they also flow if they are not confined and they wash out fast where water is allowed to run unchecked along an edge. Then there are the clay-rich pockets and the caliche layers that show up all over Lea County. Caliche can be excellent material when it is sound and properly compacted, and it can also be a hard crust sitting over something much softer, which is one of the reasons we do not want to assume anything about a site from the surface alone.
Preparation starts with clearing organic material out. Topsoil, roots, grass and any buried debris get removed, not paved over, because organic material decomposes and leaves voids behind, and a void under a parking lot eventually becomes a dip and then a crack pattern. The exposed soil then gets shaped to grade and compacted in controlled lifts rather than all at once, since a thick layer of loose soil cannot be compacted uniformly through its full depth no matter how many passes the roller makes.
Proof rolling is the step worth asking about. We run a loaded truck across the prepared subgrade and watch how it behaves. Ground that is properly compacted barely responds. Ground that pumps, deflects or ruts under the wheels is telling us it will not support pavement, and that soft area gets addressed then, while it is still cheap and accessible, rather than after there is asphalt on top of it. Where a soft area shows up, the options are undercutting and replacing the bad material, stabilizing it, or bridging it with geotextile fabric and additional aggregate. Which one is right depends on how big the area is and what caused it.
Over the prepared subgrade goes the aggregate base, and this layer is the workhorse. Its job is to take the concentrated load of a tire on the asphalt above it and spread that load out over a wide enough area of soil that the soil can handle it. A good base is well-graded crushed aggregate, meaning the particle sizes range from coarse down to fine so the small material fills the spaces between the large material and the whole layer locks together into something close to a solid slab.
The angularity matters. Crushed stone has sharp faces that interlock and stay interlocked under load. Rounded material rolls against itself and never achieves the same stability, which is why the pit the material comes from is a real quality variable and not a detail to ignore.
Like the subgrade, the base goes down in lifts and each lift gets compacted before the next one is placed. Compaction is the entire point of the exercise, because uncompacted aggregate has air in it, and every void is settlement waiting to happen once traffic starts working on it. This is also the single easiest corner for a contractor to cut, because a base that was rolled twice and a base that was rolled to spec look exactly the same from the parking lot the day the asphalt goes down. You find out the difference two summers later.
The base is also where the finished profile is set. By the time the asphalt is placed, the shape of the lot is already determined, because a paver lays a mat of consistent thickness and reproduces whatever surface it is running over. A base that is out of shape produces a finished lot that is out of shape, and no amount of skill on paving day corrects it.

Hobbs averages modest annual rainfall, and that number fools people into treating drainage as a minor concern. It is not, because of how the rain arrives. Most of our moisture comes in the late-summer monsoon window in short, intense bursts, and a lot that copes with a slow shower will pond badly when most of an inch falls in twenty minutes. What matters is not the yearly total, it is what the surface does during the worst thirty minutes of the year.
So every lot needs positive slope in a deliberate direction, enough fall that water starts moving immediately rather than sitting and looking for a route. Flat feels safe to people who are worried about a steep lot, but flat is how birdbaths get built. Water that ponds finds its way through the surface at hairline cracks and construction joints, saturates the base, softens the subgrade, and then traffic flexes the weakened pavement until it fails. The Federal Highway Administration treats subsurface moisture as one of the primary drivers of pavement deterioration, and nothing about a commercial lot changes that relationship.
Drainage also has to be planned around the fixed points on the site. Building thresholds, sidewalks, gutter pans, curb lines and inlets are all elevations that cannot move, and the lot has to be shaped to work with them. This is exactly why we care about grades early, at the subgrade stage, instead of discovering on paving day that the profile puts water against a doorway.
The edges deserve attention too. Sandy soil at an unconfined pavement edge erodes when runoff concentrates there, and once the support under the edge washes out the asphalt cracks back from the perimeter inward. Curbing, thickened edges or a properly compacted and graded shoulder all address it, and which is right depends on where the water goes when it leaves the lot.
A parking lot in Lea County is often not really a parking lot. If service trucks, delivery semis, trailered equipment or oilfield vehicles use the property, the design load is set by those vehicles and not by the cars in the customer stalls. One loaded truck applies more damage to pavement than a very large number of passenger cars, so the small percentage of heavy traffic drives the whole structure.
The practical approach is to build the lot in zones. Car parking areas get an appropriate structure for cars. Drive aisles, entrances off the street, loading areas, dumpster pads and anywhere heavy vehicles turn or sit get a heavier section, because turning movements are especially destructive; a truck twisting its steer tires against the surface while stationary shoves asphalt sideways in a way that straight-line driving does not. Building the entire lot to the heaviest standard is wasteful, and building all of it to the lightest is a failure in the making. Zoning it is how you get both.
Permian Basin heat compounds all of this. Asphalt is a flexible pavement and it softens in high summer surface temperatures, so a lot that is marginal on structure and gets loaded in August ruts far faster than the same lot would in a cooler climate. You do not need to be an engineer to tell a thorough proposal from a thin one. A few things should be visible on the page.
The subgrade work should be described. Look for stripping of organic material, shaping to grade, compaction in lifts and some reference to proof rolling or to how soft areas will be handled if they turn up. A proposal that jumps straight to aggregate and asphalt has skipped the part that determines whether the rest works.
The base should be specified, not implied. Material type and compacted depth should both appear, and the depth should be tied to the traffic the lot will see rather than being a default number applied to every job in town.
Asphalt thickness should be stated as compacted thickness rather than loose depth, since asphalt consolidates significantly under the roller and the two numbers are not the same. Where the lot has zones, the proposal should say which areas get the heavier section.
Drainage should be addressed explicitly, with slopes and the routes water will take to inlets or off the site. And there should be something about how unforeseen subgrade conditions are handled, because on some sites you genuinely do not know what is down there until the ground is open, and an honest contractor tells you the process for that instead of pretending it cannot happen.
Finally, ask about testing and about the sequence of the work. Compaction testing on larger jobs is normal and reasonable to request. And a schedule that phases the work so your property keeps operating is something we plan around your business hours rather than ours. How thick does the base need to be under a new parking lot in Hobbs, NM?
There is no single number, and any contractor who gives you one before looking at the site is guessing. Base thickness is set by two things: what the soil under the lot will support, and what is going to drive on it. A small office lot in Hobbs that sees passenger cars and a delivery van needs far less structure than a yard off NM-18 where loaded oilfield trucks turn in every day. We look at the subgrade first, because a strong base on weak soil still moves, then set the aggregate depth against the actual traffic. Where the soil is poor we either build the base deeper, treat and stabilize the subgrade, or use a geotextile separation fabric so the aggregate does not migrate down into the soil over the years. The right answer is the thinnest structure that will genuinely carry your traffic for the design life, not the thinnest structure that will get through the first summer.
Why does my Lea County parking lot hold water after a monsoon storm?
Almost always because the slope across the lot is too flat, or because the lot has settled into low spots since it was built. A surface that reads level to the eye often is not draining at all. Standing water is the most destructive thing that happens to asphalt, because it works down through hairline cracks and joints, softens the base and subgrade underneath, and the pavement then flexes and fails under traffic in exactly those spots. If your lot is birdbathing, the fix depends on the cause. Localized settlement over a soft area is usually repaired by cutting out and rebuilding that section. A lot that was simply built too flat needs the profile corrected, which normally means milling the high areas and resurfacing so the water actually has somewhere to go.
