What asphalt milling actually is

Asphalt milling, also called cold planing or grinding, is the controlled removal of a set thickness of existing pavement using a machine with a rotating drum studded with carbide teeth. The drum spins against the direction of travel and shaves the surface off in a continuous pass, and a conveyor lifts the ground material straight up into a truck traveling in front of the machine, so the shavings never really touch the ground. The word cold matters, because it means the pavement is not heated first. The whole operation happens at ambient temperature, which is why a milling machine can start a lot at seven in the morning and have a section ready to pave before the Permian Basin afternoon sets in.

The critical thing to understand is that milling is selective. A good operator sets a precise cutting depth and can hold it across an entire lot, or vary it deliberately to correct a surface that has gone out of shape. That control is what separates milling from demolition. We are not tearing the pavement out; we are removing a defined layer off the top and leaving the sound asphalt and the compacted base beneath it undisturbed and still carrying load.

The most common reason we mill is elevation. Ruts are not worn away; they are shoved, with the asphalt displaced sideways into raised shoulders along the wheel path. Paving over a rut without milling first is close to pointless, because the deformed material is still there under the new mat, still unstable, and the rut reappears in the same track within a season or two. Milling below the bottom of the ruts removes the failed material so the new surface has something honest to sit on.

Finally, there is bond. Old asphalt that has baked in the Permian Basin sun for fifteen years is oxidized, brittle and often slick with polished aggregate. New asphalt laid over that surface has a marginal grip on it, and marginal bonds delaminate, usually starting at a turning movement where a truck twists its steer tires. Full-depth mill, surface mill and edge mill: three different jobs

Milling is not one operation, and the version your property needs depends on what is wrong with it.

An edge mill is the smallest and most common on residential and small commercial work. We cut a tapered strip, usually a few feet wide, along the fixed edges of the pavement, the curb line, the gutter pan, the garage apron or the point where your driveway meets the street. The cut is deepest at the fixed edge and tapers to nothing as it moves into the lot. New asphalt then feathers into that taper, so the surface sits flush against the concrete instead of stepping up over it. This is the treatment that keeps an otherwise good overlay from creating a trip hazard at every threshold.

A surface mill takes the top wearing course off the whole area, restoring the original elevation and profile and giving the overlay a clean, textured, uniformly thick layer to sit on. This is the standard approach on a commercial lot where the asphalt is structurally fine but the surface is worn, rutted or out of shape, and where curbs and inlets have to stay where they are.

A deeper or full-depth mill goes down through the asphalt to the base, and this is reconstruction territory rather than resurfacing. It is what we do when the pavement has failed all the way through, when the base underneath needs to be repaired and recompacted, or when a site is being regraded. It is a bigger job by any measure, and it is not something we recommend unless the pavement has genuinely reached that point.

There is also partial milling, where we mill out only the specific failed areas of an otherwise sound lot before patching them. That is often the smartest option on a large property: mill and repair the handful of bad spots, then treat the rest of the surface with sealcoating and fresh striping rather than resurfacing acres of asphalt that did not need it.

What a milling day looks like on your property

The work moves faster than most owners expect, and the main thing to plan for is access rather than duration.

We start by walking the lot and marking anything the drum must not touch: manhole rims, water valve covers, drain grates, irrigation heads near the edges and any concrete we are cutting up to. Those get protected or the mill gets set to work around them. We also verify the existing asphalt thickness in a few spots, because the cutting depth has to be set against reality, not against an assumption. Then the lot gets sectioned so parts of it stay usable if the property is an operating business, which most of ours are.

The machine makes its passes with a truck running ahead of it taking the millings, and behind that comes cleanup, which matters more than it sounds. A milled surface holds fine grindings in the grooves, and any of that left behind will sit between the tack coat and the new asphalt and compromise the bond. So the surface gets swept mechanically, and edges and corners the sweeper cannot reach get cleaned by hand. In Hobbs there is a second reason to be thorough: the wind. An uncleaned milled surface picks up blowing sand and grit within a day, so the tighter the window between milling, cleaning and paving, the better the finished job.

Where the millings go, and why that is good news

The material that comes off your lot does not go to a landfill. Reclaimed asphalt pavement, universally called RAP in the trade, is the most recycled material in the country by volume, and the reason is straightforward: it is still made of good aggregate and asphalt binder, and both retain value. Millings get hauled to a plant, screened and sized, and blended back into new hot mix, so a meaningful share of the asphalt going down on the next job started life on somebody else's parking lot. The U.S. Environmental Protection Agency tracks asphalt pavement among the highest-recovery construction materials in the waste stream, well ahead of most things people assume are recycled more.

Around Lea County, millings have a second life closer to home. Screened millings make an excellent surface for oilfield access roads, ranch drives, equipment yards, alleys and long rural lanes where a full asphalt surface is more than the use requires. Spread and compacted properly, and ideally topped with a binding treatment, they lock together into a firm surface that sheds water and holds up to heavy trucks far better than caliche or crushed stone alone, and they do not turn to washboard the way loose gravel does. When milling is the wrong call

Milling is a preparation step, not a repair, and there are situations where it is not the answer.

If your pavement is basically sound and the complaint is appearance, oxidation or minor surface cracking, milling is overkill. That property needs crack repair and sealcoating, which cost a fraction of resurfacing and buy years. We would rather tell you that than sell you a mill.

If the base underneath has failed across the property, milling the surface off and putting new asphalt back solves nothing, because the problem is below the layer being replaced. The clues are the ones we look for on every site visit: interconnected alligator cracking spreading across wide areas, pavement that visibly deflects or feels soft as a loaded truck rolls over it, fine material pumped up onto the surface after a storm. Those areas need the base excavated, repaired and recompacted before any new asphalt goes down, which is asphalt repair and reconstruction rather than resurfacing.
